Description:	Simple Tcl script to allow userlist users to get invited
		to a +i channel, without requiring the use of a password
		or forcing the user to specify a channel. If the channel
		has a key, the user will be informed. Only "/msg <bot>
		inv" is required.
Note:		The bot can only be on one channel for the script to
		work. If the bot is on multiple channels, an error will
		be logged each time an invite is requested, and the
		request will fail.
Change Log:	1.3.20020303.1 - Check if the user is already on the
		channel. If so, log it, but do not respond (to protect
		against floods).

		inform the user via msg.
