Description:    noctcp.tcl is a tcl script for eggdrop 1.0 that only responds to
                users with +o flag in the eggdrop user file, it does not respond to
                non ops at all! Very useful to stop IrCops from detecting your
                eggdrop, hackers, etc.. It also has a personal ping response and
                notifies the owner when the bot is being paged.
